Simple version: person A who can comment in a bug requests person B to comment. It appears as a request in person B's queue and person B is allowed to view and comment in the bug. When person B comments in the bug, the request is abated and normal behaviors apply. Users commenting in this manner will be able to receive a request resolved notification as with other types of requests, so that if they aren't cc'd they can still see what they wrote. In the simple version we could error if person B isn't allowed to see the bug.
Improvement if a person can't view the bug then while they have a valid pending request of this type from someone who is authorized to take the action they are requesting the person may look at and comment in the bug. Once the person comments, the request is abated and standard rules apply to the user.
If the user doesn't have the ability to see the bug then the user will not be given the ability to change the cc list. Add the option for people to request (of a person, or if no person is specified, the QA) to post a comment to a bug. This can be done for any bug, including bugs that a person can't see.
Such requests can be denied without comment. Granting the request will result in the requested comment being entered into the bug. As with (1) the request's resolution will generate an email (pref controlled) indicating the resolution / comment.
